Objectives: a) frame the debate, ii) explore opportunities for new policy initiatives and for political action, iii) provide a roadmap for future actions.<\/span><\/p>\n<p>Definition of <span class=\"st0\"><span name=\"st\" id=\"st\">commons<\/span><\/span> (<a href=\"http:\/\/en.wikipedia.org\/wiki\/Commons\" target=\"_blank\">http:\/\/en.wikipedia.org\/wiki<wbr><\/wbr>\/<span name=\"st\" id=\"st\"><span class=\"st0\">Commons<\/span><\/span><\/a> ):<br \/>\n\u00b7<span style=\"font-size: 7px\" lang=\"EN-GB\"> <\/span><span lang=\"EN-GB\">An Internet era phenomenon, exemplified by the Free and Open Source Software (FOSS) success, which reveals a new economic model of allocation of resources based on \u201csharing\u201d. It implies an efficient production \/ exchange model supported by a culture of sharing of practices and values among individuals who \u201cinstantaneously\u201d form networks of common action.<br \/>\n<\/span>\u00b7<span style=\"font-size-adjust: none; font-stretch: normal\"><\/span><span style=\"font-size: 7px\" lang=\"EN-GB\"> <\/span><span lang=\"EN-GB\">Y. Benkler (Yale): <span class=\"st0\"><span name=\"st\" id=\"st\">Commons<\/span><\/span> = A social networks-based peer production model where sharing among weakly connected participants (i.e. pooling large numbers of small scale contributions to achieve effective functionality) create, under specific conditions, the basis of an efficient system of allocation of resources.<\/span><\/p>\n<p>Examples:<br \/>\n1.<span style=\"font-size-adjust: none; font-stretch: normal\"> Internet: a pool of network resources (IP functionality) available to anybody \u2013 users can introduce their \u201cown\u201d application from the \u201cedge\u201d (innovation) \/ Model: Coordination by design.<br \/>\n2.<span style=\"font-size-adjust: none; font-stretch: normal\"><\/span><span style=\"font-size: 7px\" lang=\"EN-GB\"> <\/span><span lang=\"EN-GB\">Open Source Software: a pool of software resources available to anybody \u2013 (very frequently) users of publicly available resources creatively and voluntarily participate in the creation of new resources \/ Model: Emergent coordination.<br \/>\n3.<span style=\"font-size-adjust: none; font-stretch: normal\"><\/span><span style=\"font-size: 7px\" lang=\"EN-GB\"> <\/span><span lang=\"EN-GB\">Wikipedia (an online massive shareable knowledge base).<br \/>\n4. Song sharing over the Internet (with the extensive use of peer-to-peer technologies).<\/span><\/span><\/span><\/p>\n<p>Rationale for action:<br \/>\n\u00b7<span style=\"font-size-adjust: none; font-stretch: normal\"><\/span><span style=\"font-size: 7px\" lang=\"EN-GB\"> <\/span><span lang=\"EN-GB\">Design institutional rules to encourage the emergence of goods under <span class=\"st0\"><span name=\"st\" id=\"st\">commons<\/span><\/span>\u2019 management (\u201cthe part of our world that we all get to enjoy without the permission of any\u201d); encourage social behaviours towards sharing among many autonomous interacting participants.<br \/>\n<\/span>\u00b7<span style=\"font-size-adjust: none; font-stretch: normal\"><\/span><span style=\"font-size: 7px\" lang=\"EN-GB\"> <\/span><span lang=\"EN-GB\">Facilitate the emergence of a new social\/economic space beyond government regulation and markets.<br \/>\n<\/span>\u00b7<span style=\"font-size-adjust: none; font-stretch: normal\"><\/span><span style=\"font-size: 7px\" lang=\"EN-GB\"> <\/span><span class=\"st0\"><span lang=\"EN-GB\"><span name=\"st\" id=\"st\">Commons<\/span><\/span><\/span><span lang=\"EN-GB\"> appear to be a typical \u201cEuropean theme\u201d that is however actively being discussed only within US academic and technology policy communities.<\/span><\/p>\n<p>Political motivation:<br \/>\n\u00b7<span style=\"font-size-adjust: none; font-stretch: normal\"><\/span><span style=\"font-size: 7px\" lang=\"EN-GB\"> <\/span><span lang=\"EN-GB\">Explore concepts from <span class=\"st0\"><span name=\"st\" id=\"st\">commons<\/span><\/span> in the production of political ideas and parties\u2019 programmes.<br \/>\n<\/span>\u00b7<span style=\"font-size-adjust: none; font-stretch: normal\"><\/span><span style=\"font-size: 7px\" lang=\"EN-GB\"> <\/span><span lang=\"EN-GB\">Community formation to enable large diffusion of critical political concepts and ideas.<\/span><\/p>\n<p>Policy implications:<br \/>\n\u00b7<span style=\"font-size-adjust: none; font-stretch: normal\"><\/span><span style=\"font-size: 7px\" lang=\"EN-GB\"> <\/span><span lang=\"EN-GB\">Short run: Wireless spectrum &#8211; Traditionally managed by governments, a spectrum is now, everywhere in the world, under reform to allow for more liberalization and flexibility in the use of wireless frequencies.
